I am intrested to find: something like development mentors guides on how to start a project. Project management issues On this developer advice site there should be a special section for teachers supporting their students to publish their school projects under GPL (or other free software licences). Students would become developers and teachers - mentors. Of course not all students will publish their work under GPL, but some will.

where to find Developer Advice?

Is it possible to start a developers' portal where people new to free software concepts can find developer help?
