The Austrian Regulatory Authority for Broadcasting and Telecommunications, RTR, has decided not to regulate the network operators with regard to Router Freedom, allowing Internet Service Providers (ISPs) to impose their equipment on consumers. For RTR, routers configured in “bridge mode” is synonymous with terminal equipment freedom. The FSFE laments this decision as a missed opportunity for Net Neutrality in Austria.

On 14 November, the Free Software Foundation Europe (FSFE) handed over the Open Letter “The right to install any software on any device" to Tabea Rößner, Chair of the Digital Affairs Committee at the German Bundestag. The letter aims to enable a more sustainable use of electronic products and devices in the European Union.
Decision makers are meeting to agree on the final text of the Interoperable Europe Act (IEA). There is a concerning wording related to giving priority to Free Software when implementing interoperable solutions and confusing criteria to do so. Overall, what could have been a very ambitious initiative turned out to be another regulation with ambiguous and problematic wording.
The Belgian telecom regulator BIPT formally introduced Router Freedom. The decision encompasses all network types including fiber (FTTx) and the decision sets a deadline of twelve months for becoming compliant. The FSFE acknowledges this decision as a major win for consumer rights, and will monitor further implementation.

The German Aerospace Center (DLR) has adopted the REUSE specification in some of its projects. We have talked to Tobias Schlauch, research software engineer at the DLR, about the role of Free Software for research and innovation, and the importance of clear understanding and displaying of the legal information of software projects. From 29 August the English version of the book "Ada & Zangemann - A Tale of Software, Skateboards, and Raspberry Ice Cream" is available internationally. The book tells the story of the famous inventor Zangemann and the girl Ada, a curious tinkerer. Ada begins to experiment with hardware and software and realises how important it is for her and others to control technology.

Chiariamo: fare il root del dispositivo e installare nuovo software non invalida la garanzia.
La seconda edizione di Youth Hacking 4 Freedom, il concorso di hacking per giovani Europei, è appena finita. Durante gli ultimi sei mesi, i partecipanti hanno sviluppato il loro progetto personale di Software Libero.
Il Parlamento Europeo ha votato oggi la sua posizione sulla CRA. Sebbene la posizione migliori l'esenzione della Commissione per proteggere il Software Libero, non riesce però ad introdurre una adeguata protezione. Chiediamo alle istituzioni di far ricadere l'onere della responsabilità solo su coloro che traggono un significativo beneficio finanziario, proteggendo così gli sviluppatori e il lavoro non profit.
La Commissione del Parlamento UE responsabile per la Legge Europa Interoperabile ha approvato oggi la sua posizione finale. È un passo avanti verso un Consiglio per l'Europa interoperabile più inclusivo, mentre vengono introdotti indicatori più chiari e statistiche per monitorare il suo progresso. Questa posizione deve essere mantenuta durante la prossima discussione.

La commissione per il mercato interno e la protezione dei consumatori (IMCO, Internal Market and Consumer Protection Committee) ha preso oggi una decisione storica per proteggere gli sviluppatori di Software Libero nella legge sulla resilienza della sicurezza informatica (CRA, Cyber Resilience Act).
I due comitati consultivi del PE, IMCO e LIBE, hanno approvato oggi i testi sulla Legge Europa Interoperabile. Mentre entrambi riconoscono l'importanza del Software Libero in questa normativa, è dubbia l'inclusione della comunità del Software Libero nel Consiglio. La formulazione di un adeguato monitoraggio e valutazione va nella giusta direzione.
L'attuale bozza del Consiglio a riguardo della normativa su un'Europa interoperabile sta limitando il Consiglio Europa Interoperabile, escludendo parti interessate di rilievo dal contribuire ad un'Europa più interoperabile e innovativa. Manca anche una migliore formulazione nelle aree di monitoraggio e gestione dei fondi.
Il Parlamento Europeo oggi ha votato in favore alla legge IA con 499 voti a favore, 28 contrari e 93 astenuti. Il Software Libero è salvaguardato. Queste regole vanno ora difese nel trilogo e trasferite nella legge sulla resilienza della sicurezza informatica (CRA) e la direttiva sulla responsabilità del prodotto (PLD).
Una suite Software Libero d'ufficio e collaborazione è uno dei progetti attraverso cui il governo tedesco intende adempiere agli obiettivi dell'accordo di coalizione. Ma uno sguardo più da vicino solleva delle domande: dov'è il codice sorgente? Chi sono i responsabili? Dove va il denaro pubblico investito? Abbiamo chiesto al ministro competente.
Il Comitato delle Regioni ha approvato la propria idea sulla legge per l'interoperabilità. L'organo rappresentativo dell'UE non riconosce l'importanza del Software Libero per l'interoperabilità e quindi per la digitalizzazione e l'innovazione. Questo sottolinea l'importanza della presenza della comunità del Software Libero nel Consiglio d'interoperabilità.
Un sondaggio paneuropeo, condotto dalla Free Software Foundation Europe, ha raccolto informazioni da più di 1600 utenti finali e ha evidenziato diversi ostacoli alla Libertà del Router, come la mancanza di una libera scelta, essere vincolati ad un provider e la promozione di apparati su cui gira esclusivamente software proprietario.
In un esaustivo sondaggio, gli utenti finali di tutta Europa hanno condiviso la propria esperienza sulle pratiche commerciali degli ISP a riguardo delle apparecchiature terminali e di come ne è impattata la Libertà del Router.
Oggi i comitati responsabili del Parlamento Europeo hanno votato con una larga maggioranza per proteggere il Software Libero nel regolamento IA. Il Parlamento in plenaria è chiamato a sostenere l'idea. Allo stesso modo, questo principio deve essere portato nella legge sulla responsabilità informatica e nella direttiva sulla responsabilità del prodotto.

The 2023 edition of foss-north took place in Gothenburg on 24 and 25 April 2023. It was a great occasion to meet again in person with the Nordic Free Software community. Over 180 participants had the opportunity to learn about and discuss Free Software in more than 20 sessions.

The Swedish city of Gothenburg hosted the 2023 edition of the Free Software Legal & Licensing Workshop (LLW), the annual conference for the Legal Network community. It was great to see so many old and new faces in person after two years online, and to learn, share and network about the legal and licensing issues facing current technology developments.
The Free Software Foundation Europe is a partner of the Next Generation Internet Zero consortium, which aims to build a more resilient, trustworthy and open Internet that empowers end users to control technology. The FSFE team provides support to NGI0 grantee projects on legal and licensing issues, as well as helping them to become REUSE compliant.
Vilnius Tech officials attempted to enforce the use of proprietary two factor identification (2FA) methods. Some students were concerned the methods would compromise privacy and could not be run in their devices, and proposed an alternative way to get the authentication. Finally, the university reversed its decision.

L'UE sta discutendo l'introduzione di regole di responsabilità per il software, compreso il Software Libero. Le proposte di rilievo sono la legge IA, la direttiva sulla responsabilità del prodotto e la legge sulla resilienza della cybersicurezza. Tutte le proposte danneggerebbero l'ecosistema del Software Libero e quindi la società e l'economia.
La normativa su un'Europa interoperabile mira ad aiutare la pubblica amministrazione a condividere, riusare e integrare la tecnologia informatica e i dati tra i vari paesi. Mancano regole chiare con attività e budget concreti. Il ruolo della società civile è sottovalutato, e non c'è ancora una chiara definizione di Software Libero e Standard Aperti.
The coding period of the Youth Hacking 4 Freedom hacking contest has been running for almost three months now. The competition continues to be a fun contest for young hackers to test and develop their skills. The previous edition ended with 35 great projects submitted with inspiring stories behind them. The Greek regulator has adopted new rules introducing Router Freedom in the country. Since 2021, the FSFE has been working with policymakers to protect the interests of end-users. Supporting civil society and industry organisations backed the FSFE and contributed positively to this new law.

FediGov è il nome di questa campagna che incoraggia le persone a chiedere ai loro governi di adottare comunicazioni etiche.
